As noted, WWE has confirmed tons of legends will be appearing at the big WWE Raw 25 special airing live from New York City next Monday night.
Amongst the names announced are The Undertaker, Steve Austin, Shawn Michaels, Chris Jericho, Jim Ross, Jerry Lawler, Kevin Nash and more.
PWInsider.com has pointed out the following legendary and Hall of Fame names have not been mentioned for Raw 25:

Bret Hart
Edge
Christian
Mick Foley
Dave Bautista
Jeff Hardy
Rey Mysterio
CM Punk
Hulk Hogan
With regards to Edge, he was contacted for the special, however, is unable to attend as he will be out of the country. Edge’s wife Beth Phoenix will be returning to WWE TV tonight to call the new WWE Mixed Match Challenge show.
Bret Hart and Mick Foley were both originally advertised for the event, however, in a recent interview, Foley revealed he does not yet know if he will be attending. As for Hart, he has not been mentioned by WWE at all for the special.
There has been no talk of The Rock, Rey Mysterio or Batista appearing on the show.
CM Punk remains embattled in litigation with WWE, so it’s highly unlikely he will appear.
Jeff Hardy is likely to be at the event while he recovers from surgery, but it’s not known if he will appear on camera.
As for Hulk Hogan, he noted on Twitter that he will not be attending Raw 25 and will be watching from home. Jimmy Hart, a longtime friend of Hogan, is also not scheduled to be at Raw 25. Eric Bischoff, however, was confirmed for the event last night on Raw.
